Since 1998, ICAO (Organization of International Civil Aviation) began to take note of the numerous aeronautical events (accidents and incidents) in which safety was directly or indirectly affected (among other factors) by communication errors . Subsequently, it adopted a series of measures, compiled together with others under the name SARPs (Standard and Recommended Practices), which were aimed at strengthening the linguistic competence requirements for pilots and air traffic controllers in operations.
In 2004, ICAO publishes its Document 9835 / Annex 453. It clearly establishes that the correct use of standard phraseology is of undeniable importance, and that in cases where this is not possible, recourse must be had to the use of the English language, expressed in simple language, for which both pilots and controllers should demonstrate a minimum level of proficiency in that language.
